DUTIES: Under the direct supervision of the Superintendent of Planning, Design, & Construction, the Land Manager is responsible for:
Maintaining property and survey records, maps, charts, files, and engineering reports.
Completing tax exemptions on all relevant parcels annually.
Completing required tax exemption forms on newly acquired applicable parcels.
Completing annexations of appropriate parcels into the Peoria Park District when eligible by statute.
Managing new and existing land and facility use agreements and leases with public and private partners.
Providing necessary assistance to other Park District departments concerning property line boundary questions/disputes.
Addressing property line questions and concerns with neighbors as needed.
Managing the permitting process concerning Park District land with other entities and citizens.
Maintaining the Master Parcel Index and Master Parcel Map of all Park District parcels.
Updating and maintaining Voting District maps.
Completing all necessary paperwork and processes related to the acquisition of new parcels.
Completing all necessary paperwork and processes related to the divestment of existing parcels.
Assisting with completing grant applications and tracking on-going grants as needed, relevant to Park District land and facilities.
Reviewing and managing required processes relevant to easements impacting Park land.
Working with utility companies, other governmental entities, and private groups as the Park District’s liaison concerning Park District land and facilities.
Completing sidewalk reimbursement requests required per existing annexation agreements.
Updating capital asset and annual reports concerning land statistics.
Managing Park District farm land and coordinating with farm management company.
Compiling necessary Census information relevant to Park District land and facilities.
Working with staff and consultants to identify and assess potential Park District land and facilities for alternative energy opportunities.
Attending meetings when required.
Performing other duties as assigned.
Following all safety procedures that pertain to the duties performed.
Supports all aspects of the Park District’s safety program.
ESSENTIAL FUNCTIONS:
Ability to lift up to 45 pounds.
Ability to reach, pull, walk, squat, kneel and bend at waist and knees.
Ability to operate machinery related to job duties.
Ability to understand and complete paperwork relative to job duties.
Ability to drive a motorized vehicle.
Education: Bachelor’s degree with coursework in Engineering, Surveying and Mapping, or Planning.
Although a degree is preferred, extensive experience in a like position with similar duties and responsibilities may be substituted for all or part of the educational requirement.
Experience: Requires a minimum of 5 years experience.
Preference will be given to candidates with demonstrated experience/education in the related areas referred to above.
Knowledge and Ability:
Requires effective communication both orally and in writing.
Ability to prepare and make formal presentations to staff, Park Board, committees, and others.
Thorough knowledge of general office procedures and equipment and various software applications (i.
e.
Word, Excel, Acrobat, GIS, AutoCAD).
Proficient knowledge of land documents and ability to research deeds, parcel ownership history, easements, and other related land issues or encumbrances.
Ability to be professional, respectful, accountable, innovative, to follow safety procedures, and be equitable to both internal and external customers.
