*JOB PURPOSE:* Sound judgment in the development and implementation of policies and procedure as it relates to the application of the pertinent rules and regulations governing the personnel management functions.
Oversee the hiring and employment discharge.
Represent PCCEO by answering charges in all EEOC and DOL claims.
Provide technical assistance to President/CEO and department heads in the administration of the paid leave and other compensation programs.
*EDUCATION AND WORK EXPERIENCE:* AA/BS in Personnel Management or 3-5 years experience in the HR field.
*KNOWLEDGE AND SKILLS:* Advanced knowledge of EEOC, EEO and Affirmative Action Requirements, DOL, IDES, FLSA, ADA, COBRA, FMLA, requirements.
Human Capital Management, strong verbal and written communication skills.
*DUTIES AND RESPONSIBILITIES:* 1.
Develop and implement personnel policies and procedures; communicate various Human Resources policies, procedures, to all staff.
2.
Communicate and interpret to staff and supervisors, Agency personnel policies and procedures to insure proper compliance with laws, standards and government regulations are followed.
3.
Establish and maintain Worker’s Compensation policies and procedures as required by and best practices.
Assist WC provider with Risk Management and work place safety.
4.
Respond to and represent the Company for Worker’s Compensation claims.
5.
Respond to and represent the Company for any unemployment claims at all levels (local, State and Board of Review).
6.
Respond to and represent the Company for discrimination claims with IDHR and/or EEOC.
7.
Respond to and represent the Company employee relation issues such as employee complaints, harassment allegations, and civil rights complaints.
8.
Assist with DCFS/CANTS responses for the Head Start and Early Head Start staff.
9.
Develop and maintains affirmative action program; files affirmative action report annually; maintains other records, reports, and logs to conform to EEO regulations.
10.
Administer HIPAA (Privacy Officer), COBRA and FMLA regulations to ensure compliance with Federal and State regulations.
11.
Perform benefits administration to include claims resolution, change reporting, approving invoices for payment, and communicating benefit information to employees.
12.
Conduct recruitment effort for all exempt, nonexempt, and temporary employees.
13.
Coordinate the new hire process, review applications of applicants to match education and experience with specific job related requirements, participate in the selection process, secure pre-employment back ground checks and approval, and extend an offer of employment.
14.
Conduct new-employee orientations.
15.
Handles employee relations counseling, conduct employee termination meeting, exit interviewing.
16.
Participates in executive, administrative, and general staff meetings and attends other meetings upon request.
17.
Recommend new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
18.
Work directly with department managers to assist them in carrying out their responsibilities on personnel matters.
19.
Maintain Human Resource information system records and compiles reports from database.
Submits all HR documents for compliance of CSBG Organizations Standards.
20.
Consult with legal counsel as appropriate, and/or as directed by the CEO on personnel matters.
21.
Supervise the staff assigned to the Human Resources Department.
22.
Participate on community committees and special projects.
23.
Serves as ADA Coordinator, Equal Opportunity Officer, HIPAA Officer and Risk Manager.
24.
Must be able to perform the essential duties of the job description.
25.
Must have and maintain a valid Illinois Driver’s license, reliable transportation and insurance coverage as required by the State of Illinois.
