Job Responsibilities This position is accountable for managing and supervising the implementation of effective highway signing, highway lighting, and pavement activities that ensures the safety of the motoring public and the efficient flow of traffic within the district.

5 Million Sign Inventory: $500,000, Commodities: $500,000 Capital Expend: $150,000 Geographic Area: 12 counties -4,200 Lane Miles This position reports to the Operations Engineer.
Reporting directly to this position are two Traffic Operations Supervisors, the Traffic Control Supervisor, and the Traffic Operations Technician.
This position is accountable for directing and managing signing, and pavement marking activities for the 12 counties in the district.
This position is unique in that it has the responsibility for ensuring traffic signs, traffic control devices and pavement markings are maintained according to state and federal regulations.
The incumbent's greatest challenge entails replacing critical signs that are knocked down in an expeditious manner so that the department avoids a potential liability situation.
A typical problem for this position entails prioritizing signing and striping activities to meet available funds yet ensures for the safety and well-being of the motoring public.
The incumbent directs and evaluates the effectiveness of the day to day activities of the Traffic Operations Section as well as oversees the scheduling of the sign shop to ensure the signing needs and inventory needs of the district are met.
This position schedules and supervises the maintenance of traffic highway sign structures.
The incumbent develops guidelines as needed for equipment maintenance, repair, and replacement in the district.
The incumbent investigates and evaluates over-dimensional permits as requested by the Central Bureau of Operations/Permit Section and responds to questions on the same.
This position is responsible for signing of detour route in emergency conditions on a 24-hour basis.
This requires contact with local agencies to work out the best detours.
The incumbent investigates, evaluates, and approves applications for Special Event activities, School Bus Safety requests, and responds to citizens questions and concerns.
The incumbent acts as the District Hazardous Material Manager designee.
The incumbent assures that the district vertical clearance inventory is current and accurately maintained.
(Job Responsibilities continued) The incumbent accomplishes accountabilities through the following subordinate staff: - who, with 6 to 13 subordinates, accomplishes all sign erection and maintenance and pavement marking activities and schedules equipment utilization, maintains inventories of signs and materials, and maintains the traffic building.
- who is accountable for conducting the program of traffic control planning and inspection to ensure maximum safety where construction, maintenance, or utility work is being performed.
- who conducts traffic engineering studies and investigations and prepares contracts and signing plans.
The incumbent is governed by department and district policies, the Manual on Uniform Traffic Control Devices (MUTCD), fiscal restrictions of the bureau and district, rules of the Department of Central Management Services (CMS), and contracts negotiated with the Teamster's subordinate technical and non-technical personnel.
He/She has the principal accountability for operations staffing and makes recommendations for retention or release of employees and salary adjustment recommendations on assigned technical employees.
The incumbent has regular and frequent contacts with the district Operations Engineer, the other section chiefs, his/her subordinates, and the district Bureaus of Administration, Program Development and Project Implementation.
He/She has contacts with the section chiefs of the central Bureau of Traffic.
He/She has contacts with the section chiefs of the central Bureau of Operations.
He/She receives frequent inquiries from citizens, the Illinois State Police, municipal police agencies, county sheriffs, the Office of the Secretary of State, and local officials requesting information or to register complaints concerning operations activities.
This position requires districtwide travel.
The incumbent is "on call" 24-hours a day to respond to emergency repair and maintenance.
The effectiveness of this position can be measured through striping costs and preservation of original traffic control installations.
The ability to maintain discipline and harmonious work environment can be evaluated and is essential.

Responsible for receiving, investigating, and answering complaints and inquiries related to traffic operations.

Accountable for maintaining budget records as a result of expenditure of commodities, equipment purchases, the operation of equipment, and related operations activities.

Responsible for assuring the district Vertical Clearance inventory is correctly maintained.
