Job Responsibilities This position is accountable for the supervision of all activities involved in the construction of one highly complex project or multiple related projects in a highway district.
Subordinate Personnel: 2-14 Engineers and Technicians Contract Value: Minimum of $2 Million This position reports to a Supervising Field Engineer.
Reporting to this position are engineers and technicians.
The position operates in an engineering environment of supervising projects that involve new construction techniques, which require a high degree of engineering knowledge and practical experience in construction procedures.
This position is accountable for the supervision of all engineering and inspection functions involved in the construction projects.
These entail highly complex structures involving new technology, engineering design, major projects in urban areas or a series of interconnected, interrelated sections involving mainline pavements, structures, and interchanges.
Projects involve numerous contractors and subcontractors, who must be monitored for schedules, workmanship, and performance.
The position’s responsibilities include verifying that the contractor complies with all provisions of the contract plans, special provisions, and specifications.
Typical problems include supervising and directing all activities of the construction project to ensure the safety of the public.
The incumbent must make sure the project meets the expected quality control standards of the department.
The greatest challenge for this position entails the ability of the incumbent to anticipate construction problems and implement corrective measures, thereby, avoiding project cost overruns and delays in the construction project.
This position is responsible for providing engineering guidance in the form of surveying and inspection, developing, and approving new construction techniques, assisting contractors by suggesting technical solutions, ensuring contract compliance by inspections and project monitoring.
The incumbent is also responsible for training entry level engineers and technicians in department and sound engineering practices, maintaining effective communications with contractors, job superintendent, subordinate personnel, local property owners, and public officials.
S/he will anticipate or resolve complaints and project design problems, monitor traffic control, coordinate multi-job projects to ensure proper scheduling, and resolve differences between the various contractors.
The incumbent is responsible for directing and overseeing the plan changes and handling unexpected construction problems.
(Job Responsibilities continued) The incumbent accomplishes accountabilities through the following staff: *Engineers or Technicians:* who perform layout work, inspection, and testing, proportioning, computations, and reports.
*Inspector/Assistant Resident Engineers**: *who assist with the layout work, inspections, and documentation on various construction projects.
The incumbent has the freedom in supervising the project; however, design changes, personnel problems, and major construction problems are referred to a supervisor for assistance.
The incumbent is governed by the Standard Specifications for Road and Bridge Construction, Construction Field Manual, Construction Memorandums, specific contract documents, and district and Illinois Department of Transportation (IDOT) policies.
Frequent contacts within the department include the district Bureaus of Operations and Program Development, the district materials section, and the central Bureaus of Construction and Bridges and Structures.
Significant outside contacts include contractors, property owners, utility companies, local officials, and the news media on occasion.
Travel occurs to and throughout assigned construction sites daily.
Districtwide travel is required.
Successful completion of a background check is required.
The performance of the incumbent is measured by the ability to supervise highly complex projects and to motivate the contractor in such a manner as to maintain costs and schedules while minimizing adverse effects to the traveling public and local property owners.
Principal Accountabilities 1.
Provides adequate engineering supervision to contractors involved in highly complex construction projects.
2.
Coordinates pertinent and timely information about assigned construction projects with the Supervising Field Engineer or next level of supervisor as appropriate.
3.
Provides engineering solutions to design problems and unique conditions involving new construction techniques.
4.
Coordinates multi-job projects so that they adhere to schedules.
5.
Resolves complaints from private citizens and local governmental agencies regarding project inconveniences.
6.
Ensures usage of proper safety and traffic controls by contractors.
7.
Maintains adequate project records.
8.
Trains, motivates, and evaluates assigned personnel.
9.
Performs duties in compliance with departmental safety rules.
Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
10.
Performs other duties as assigned.
Qualifications *Position Requirements* • Education/Experience: * Current registration as a Licensed Professional Engineer in the state of Illinois.
* Four years of experience in civil engineering.
• Valid driver’s license.
• Districtwide travel.
• Successful completion of a background check.
*Position Desirables* * Thorough knowledge of the principles and practices of civil engineering.
* Thorough knowledge of modern methods and techniques as applied to the design, construction, and maintenance of public works.
* Ability to supervise the work of other engineers and technicians.
* Ability to perform difficult technical research and make comprehensive recommendations on engineering problems.
* Extensive background in design/construction engineering.
* Strong oral and/or written communication skills.
